They are seen as a commodity to make money off of, rather than a sustainable human resource. Due to the loose regulation of colleges, their recruiters, employers, and immigration consultants, an environment is created which leaves international students vulnerable to exploitation at each stage of the immigration process - getting an education, finding a job, and finally applying for Permanent Residency.
